‘Illicit discharges are defined as a storm drain system (storm pipes, drains, channels) that has flows containing pollutants and not composed entirely of stormwater. A storm drain system with stormwater flows but containing no pollutants is considered a discharge. Illicit discharges can be caused when the sewage disposal system or any non-water fluid or contaminants interacts with the storm drain system. Illicit discharges can be prevented by not dumping pollutants into storm drains and inspecting your sewer laterals to ensure there are no leaks.
